Problem loading the background image

 

Hi,
I am creating a Login Page with a background image, the problem I have is on loading the page the textbox and the button loads first and then the image gets loaded.
Is there any way to load the image first then to display the textbox and button or any way to prevent the textbox and button from loading prior to the background image
