How do you limit number of rows in a textbox?

I know there is a property called Rows and Multiline.  But the Rows property is only a display type property. It doesn't actually prevent the user from entering more than 4 lines if it is set to 4 Rows.
Can anyone suggest a way of preventing the user from entering more than 4 lines of text in a textbox?
