Does the WAT add membership and provider tags automatically?

I'm ready to publish my first asp.net application and am having a problem with the launch.  The app was written with VS 2008 and asp.net 3.5

The app uses a simple login control.  I've gone through the WAT's step-by-step process, completing all of the steps successfully.  The VS development server successfully runs the full application, including login.  The site will not work once published.

I read that the applicationName tag should be configured.  When I checked the web.config file, it didn't exist.  Not only that, but the membership and providers tags were likewise missing.  Isn't the WAT supposed to automatically configure the web.config settings?  Are there VS configuration settings I need to check?
