I need suggestions

I need advice or suggestions.

This is the scenario:
I have locations stored in a database.
The real-world locations are used to store material.
The staff makes material flow to or from the locations, each movement is recorded in the database

I need to do is display a virtual map (top view like the oldschool videogames) of the locations and display (like messages'list and tool tip over the location at the topview map) real-time movements in these locations as well as the status of the location (such as full, empty, etc using colors' status for example at the topview map).


We already have a similar application, but it is a Windows application (and runs really slow), we want an equivalent web.

Silverlight? AJAX? or an ...
