aspnet_setreg utility is not working in ASP.NET 1.1

Hi,

   I am using ASP.NET 1.1.

   I am using aspnet_setreg for encrypting the username and password(identity section) in web.config file.

   Initially i have set the password correctly and given the permissions correctly. It worked perfectly.

   After updating the password wrongly ( just i want to test) , i have tested the page and at that time also it is working correctly. I have tried "iisreset" also.

   When the password is wrong it should not open the page. Please let me know any problems in any of the above activities.
