I have two associated dropdowns, "TYPES", and "AGENCIES."  TYPES is pre-loaded in the mark-up, but AGENCIES acquires it's list items from the code-behind on postback depending on which of the first two of the several items in TYPES is selected.  If the user selects another item from types--not one of the first two--TYPES is cleared of items and disabled.
Both drop-downs specify an OnSelectedIndexChanged event.  For TYPES, the event executes code to load AGENCIES, for AGENCIES it populates a databound field on the form.  The code for TYPES works fine, but on post-back, after--and if--AGENCIES is loaded with items, its OnSelectedChanged event never fires, and the emitted mark-up contains no "onchange" event for the AGENCIES drop-down.
AGENCIES is declared with a single ListItem ("Please choose an agency.").
I suspect I'm not understanding something about the page cycle, ...
