Page reload by User

Hi all,

I have a question, actually i want to control user page reload event. I have developed ASP.NET website under VB.NET language.

There is a button on which user can insert records into database and a notification email sent to user about the updation. at that stage if user reload the page there is another line inserted into database and another email notification broadcasted.

Please give me brief idea how to control user page reload ?
