Is the "asp.net web site administration tool" designed to be used after deployment as well?

This tool is built in with Visual Studio, so it can be used during web site design stage to test membership and other features, but I can see it has features to manage users, which means it can be used when the website is running? Do web admins actually use this tool to manage web sites or they use custom web forms to manage web sites?
