I have always been under the impression that you are only allowed to have 1 Form Tag.
However, 2 Form Tags function in my site: http://www.davincispainting.com 1 is a Form Server Tag and the other Form Tag has an Action Attribute.
Here is my MasterPage with the 2 Form Tags:
