DropDownList Update

When I get the content from table and put in DropDownList,the first item in list gets replaced by the item fetched from the table and the first item of ddl is not shown and the item fetched is duplicated.

The code I am trying is
ddlCountry.SelectedItem.Text= dr["Country"].ToString();
 
ddlState.SelectedItem.Text = dr["State"].ToString();
 how to solve the problem?
