Totally simple membership for limited number of users; comments please

 I know this is taking a step backwards but its a quick and easy solution that requires no DB. I was tinkering last night and thought of this really simple membership solution for a site that has perhaps only 1 administrator that only requires to edit a gridview perhaps so comments please. The main thing I was thinking about was how secure it was.
