redirecting to https

 Hi, I have created a self signed certificate and my website works ok with SSL when running it from my computer from the IIS manager but when I run it from MS Visual Stuudio  the pages do not load, I get the warning that i'm about to view a secure page but then it does not connect, says the page cannot be displayed. This is the code I have used, is there something wrong with it?
On the pages I want to be redirected to https I have this code
