CreateUserWizard creates two accounts?

for some reason, my createuserwizard creates two users with all the same settings, but for two separate applications... it's weird too because i specified an applicationname in the web.config

i've notice that once i create my first user, it adds two entires in the applications table. one is "/" and the other is "livecall". i've also noticed if i use the website administrator, it only adds one, and it doesnt add the extra application entry.

 Any pointers or ideas on what it could be? i'm kinda a nub and learning as i go, but this is creating issues with what im trying to do for adding/removing/managing users.
