ASP.NET config and requiresQuestionAndAnswer

Hi all
Is there any way to get the ASP.NET configuration webpage to *not* ask for a security question? I *thought* I was getting a handle on this membership stuff, but perhaps not.
I have a database (jabshotsdb.mdf) in app_data which I have setup (many times) with aspnet_regsql, and it looks fine.
I have the following in my web.config:
