write to web.config / add post , get protocols in code behind

 
 hi, i was wonrdering how to enable post and get client request to the webservice based on incoming IP.
 I assume in session start or app beggin request ... enable the below code
<webServices> <protocols> <add name="HttpGet"/> <add name="HttpPost"/> </protocols> thanks </webServices>
