listing file in folder and allowing download

I have a page which allows many files to be uploaded. there will only be 1 file uploaded in each folder. I need to be able to display the name of that file in a "Label", then have a button1_click event allow it to be downloaded.
Something like.......
Dim FileName As String = ~/uploads/school/1/_______  (not the whole path, just the name of the file itself)
Label1.text.write = FileName 
 
button1_click redirect "http://www.blabla.com/uploads/school/1/" & FileName
