Tab Index

I am working on a web form and I am trying to set my tab index. I have 2 textboxes. I want textbox 1 to go first then tab to textbox2. In the middle it tabs to the address bar though then to text box 2. Any ideas whats causing this? My tab index for textbox1 = 0 and texbox2 = 2?
