Inline Response.Redirect?

1) The below code is in a repeater.  How can I pass the value of Eval("L_URL") to the code behind where I want a Response.Redirect to a new window?
2) Is there such a thing as inline Response.Redirect code that opens a new window that would run after the LinkButton Onclick event has updated my database's link count table ?
I have a link directory and I want to count the click-thru then open a new window to the click website URL.  I would think this should be a very common requirement but I can't find a solution I understand.
