Approaches to Instantiate a Web User Control?

I'm creating a Web User Control that will display a simple Panel control.  Here's the layout code:
<%@ Control Language="C#" AutoEventWireup="true" CodeBehind="fcShape.ascx.cs" Inherits="Website.UserControls.FCShape" %> <asp:Panel ID="panelShape" runat="server" CssClass="fcShape"> <div class="outerContainer"> <div class="innerContainer"> <div class="element"> <asp:Label ID="labelText" runat="server" /> </div> </div> </div> </asp:Panel> I'm going to use this user control to build a simple flowchart.  So within a large parent Panel there will be multiple instances of this user control.
In testing, I was able to add the first one properly with this code:
