HTTPS Root Relative links ( ~/ ) not working in Chrome, Safari, or IE7

Hi Everyone-
I have a site that runs fine in IE and Firefox but not in Chrome due to relative links with a tilde ("~").  So, ImageUrl="~/Images/imgag1.jpg" give a broken image link in Chrome but works in IE and Firefox  -  remove the tilde and ImageUrl="/Images/imgag1.jpg" works fine in Chrome.  This also applies to href links.
I hope I don't have to go through the entire site and remove all "~".   Does anyone know of a simple solution?
