Can a Web.config call a webservice!

Hi,
I have a web.config, which has Identity tag which read UserName and Password from the registry.

<identity impersonate="true" userName="registry:HKLM\SOFTWARE\PROGRAM_NAME\identity\ASPNET_SETREG,userName" password="registry:HKLM\SOFTWARE\PROGRAM_NAME\identity\ASPNET_SETREG,password" /> As we are storing UserName and Password in registry, we need to change the password every 2 months based on Company Policy.

So what I want is to store the UserName and Password in Database,
and let webservice method be called to get UserName and Password in web.config
as we are getting from registry without modifying the code.

Anybody has idea how to do that.
