How to pass querystring to non .NET page

Hi there,
I'd like to call a Non .NET technology page by sending query string with some data. How can i secure my query string while passing through network.
I'm just thinking of these two techniques
1) Using  ENCRYPT/DECRYPT
 2)Using WEBSERVICE 
How can i send query string through Secured Webservice. Can some one help me in this? Any example will be appreciated.
My qureystring looks like this below.
http://xxxxxxxxxx.com/?userid=abcd&countyid=12
