foreign key constraints

hi i am new to sql , i have one doubt in sql,
if there is any way to update foreign key table values that should affect parent table 
for example :
table 1 contains t1 as primary key and name , id as fields
table 2 contains t2 as primary key and addr as fields
in table 3  I have FK_t1 and FK_t2 along with t3 as pk . 
IF I UPDATE TABLE 3 VALUES IT SHOULD AFFECT TABLE 1 AND TABLE 2 
IF THERE IS ANY WAY TO UPDATE ?
