Desgin help for application layout.

Hi all,Just a quick question,�  I have just started designing a Asset Data Management System(eg local government assets like roads and water etc).�  I am having a little bit of trouble trying to figure out the best way to layout the solution.� 

My initial thought was to have one solution and then a separate project for each element of the system like this:
