Format String

hi,
How can I format this string, e.g. my default value is Year-0001 (2011-0001, 2011-0002, 2011-0003). if greater than 9 then 2011-0010, 2011-0011. I just want to have it by default a 3 zeros after the year. I want to use it in my ID.
