Help Referencing a Child Control / Event on a User Control

I'm trying to use a AJAX Popup Extender within a FormView. When I place the Popup Extender outside of the FormView tags, I'm able to reference the Public Event of the user control, however the Popup Extender can't find its TargetControl. When I place the Popup Extender within the FormView, the Popup Extender can see the TargetControl but the Public Event craps out.
