Standard resource file necessary that other resx files are working at all?

 Hi,
 Thought you only need a standard resx file if no other resx files applies to your lungage settings. But it seems that i have to do every entry in the standard resx that it works at all, so for example if i want to add new labels for french i have to add the same labels in the standard resx that to make these new entries to be considered.
Works as designed or did i misinterpret something?
