Can I change URL Query String Symbol ??

Can I change URL Query String Symbol ??
I'm Using "?" Symbol and it is working fine with me
www.website.com/Test.aspx?id=19

but i want to change it to "#" to be like that
www.website.com/Test.aspx#id=19

so is there any way to handle that ?
