How do I set the HTTPS ?

Hello everyone.
I just want to know How do we set HTTPS in a website ? currently Im developing a asp.net (with VB). and i read this good article here , but stuck at step 2, point 2.
which said :
Start Internet Explorer and navigate to http:// hostname/CertSrv, where hostname is the name of the computer running Microsoft Certificate Services.

I tried the
http://localhost/CertSrv

but It throws page not found. so i wonder what "hostname" should I use.
and can I get short explanation on how does https works ? or what is the step by step that you do when you want to set the htttps ?
