Web.config question

I am trying to add appSettings tag to my config file but if I add the following my config can't be read and gives error loading the asp.net app
How do I add that to my config in the correct place? I know I must be doing it wrong because the intelisense in Visual Studio tools for applications on my server doesn't pop up <appSettings> when I start typing in it. :)
