Validate price textbox for a valid value greater than or equal to 0.01?

I have a price textbox, which includes a javascript function that adds the thousands commas to the value and correctly formats the number so it's a valid currency (ie. 123456.9 -> 123,456.90).
Now I need to add two validators:
that the entered value is actually a number. I assume it would need ignore the thousands commas.
that the entered value is number greater than or equal to 0.01.
