webparts design - solution required

I have a  requirement where i need to show the page in four parts and display the data..., the four parts of the page should be movable on the page.
I have chosen web parts mechanim to implement this..
my question is if divide the page into four equal parts..., lets say four html tds...., do i need to use four different webpartzones....?
or single webpartzone and divide that webpartzone into four parts....
If i use single webpartzone ...i feel it is really difficult to achive this task....
if i use four different webpart zone...., i am not achieving the expected functionality.....because if we dragp from one xone to another the oroginal web parts stays there itself and we can see two webparts on the same zone....
