Create object in C#

Hi folks,
I'm trying to translate the following sentence from VB to C#:


Set objSendSMS= Server.CreateObject("SMSCOM.SMSSend")

I'd like to write it in C#, because I want to use SMSCOM.dll library. How can I translate the above sentence? What are the steps to include the library in a project (COnsole Application)?
