Relative path root operator

i need to reference an image starting from the root, however i cannot use the ~ root operator since it is a normal <img> and not a server control.
how can i specify root path in simple HTML so that i can access the image from all three folders (see example below):

|      |-kb0000a.htm
|
|--- articles
|      |-a00001.htm
|
|--- images
|
|-- mypage.aspx
i need to reference a picture in images folder from mypage.aspx, kb0000a.htm and from a00001.htm
<img src="~/images/picture.jpg"> is not working as it is not a server image; i cannot use the server object.
