Event handler not linking with dynamically added checkboxes.

As always, i am stuck with a rather silly situation and without any faintest idea of why, and, as always, m here to get help from you guys, which has never failed till now :D

coming to problem, I am creating several checkboxes dynamically in pageload() , number of checkbox being dependent on database, but it will always be the same number. To be precise, I am just loading all the cities of a country. so here goes my code snippet:
