ListBox selected index change problem with selected value

I have a problem with my list box selected index changed. There are two items in the list box one is a Group Name and then below each group are email addresses that go with those groups. When I select the group name it puts the selected value where it is equal to group_id  the select statement looks like this and works correctly:
