Manage users and assign them rights or Role ASP.Net C#

I am developing a site in ASP.net C# technology, i want to create multiple users and assign them different roles,
So How can i add Manage Members on  Admin/SiteAdministration page, to allow edit or delete users-members and also assign access rights all of them. and such members access only those page which role or rights assinged them
can any one please tell me how many ways to do this and whcih lgic is best for managing and assinging the roles of users
