Strange issue with Intranet and IE only errors

The application works without issues on GOOGLE, FIREFOX, OPERA, SAFARI, and only has issue with IE specifically IE8 at this time.
 
 
1). Here are some JavaScript that is only producing errors at this time in IE8; it is giving me errors like:
City.Length is null or not an object There is definitely a city object and I gave it an ID and a Name of City: <td width='152'><input name='City' type='text' id='City' value='Matrixville' style='color:#0066FF;width:140;height:22' size='30' /></td>
