Open multiple browser windows with pdf files

I have a checkboxlist that were the users can click up to 4 checkboxes that then create corresponding pdf files. i am able to create the PDF's and they are on the hard drive but it only ever opens the first pdf they have checekd in a 2nd browser window, not all of them open up. I guess I am at a loss as to get all that are checekd to open up in a browser window. Here is my checkkboxlist that they are able to create all PDF's.
