Sql server 2008: when executing vbs file from the xp_cmdshell getting bad filename or number error.

I am executing below command from command prompt c:\windows\syswow64\cscript.exe c:\windows\syswow64\monetzip.vbs "F:\" "Test123.txt" "F:\" "Test1.zip"
it is working fine and creating Test1.zip file in F:. But If I run the below command using xp_cmdshell
