Ckeckboxlist problem - urgent

I have a checkboxlist that the user goes to a search tool, chooses a name from a list, then it is successfully rendering a checkboxlist with a line for each name chosen. From there the user can check any of the boxes and do a save which is successfully writing all to a database. The problem is I cannot get the checkboxlist and its contents rendered when I reopen the form and go to that record.... in fact no checkboxlist renderes at all until I go back through the process again. Any ideas? Here is some of the code:
