How to perform DateTime operations

I have the following Datetime variables:
- FromDateValue
- ToDateValue
1- I want to check if ToDateValue >= FromDateValue
2- I want to check if now (example 23-JUL-2013 22:45) value > ToDateValue
How to perform that using the Datetime operations?
