Get user info and show message if condition is met

Hi! I'd like to ask for everyone's help.
When I hit the button, here's what should happen:
1. Get user information from table using select query (username, departmentid, active = 1)
2. Return user information (username, departmentid, active = true)
3. If departmentid = 1 and active = true then this confirm message will appear, else, error message
4. Redirect to other page
 
How do I do this in VB.Net? Thanks in advance!
