change passwordformat from hashed to encrypted

I'm trying to change password format from hashed to enrypted in order to enable password retrieval. My questions are:
if I changed password format from hashed to enrypted, can user still login using their existing password?
If user can login, if they they changed password, is the changed new password format enrypted?
