speical charecter in text area

I am using the following code to handle special characters in text area, but  this is displaying <<  TEST>>as  &lt;&lt; TEST &gt;&gt;
Please advise
 Here is the code
textarea1.value = EncodingString.StringEncoding(objNotes.GetNotes()).Replace("&amp;","&").Replace("&#", "& #").Replace("&lt; ", "&lt;").Replace("&lt;", "&lt; ").Replace(" &gt;", "&gt;").Replace("&gt;", " &gt;");
