asp.net and razor

I am running windows 7 pro 64 bit with iis 7. I have turned on all the .net stuff and i have .net 4 and .net 2 allowed in ISAPI / CGI restrictions. I consider myself a complete noob when it comes to anything iis related.
My problem is this and i dont even know if the question makes sense or not.
this code 
<%= DateTime.Now %> prints out this on the web page:  8/8/2013 4:47:18 PM
this code: 
@DateTime.Now prints this on the web page: @DateTime.Now
Why is this? the file i have put it in is called test.aspx
