Can't See Report Viewer SmartTags

I am tying to figure out how to turn a SSRS RDL file into a RDLC file and display it in the ReportViewer.
I dowloaded the RDL from the Report Manager. I changed the extension ofthe RDL to RDLC. I added the RDLC to the web app project. I dragged the report viewer onto the web page.  I gave it an id and left the runat attribute and the sizetoreportcontent attribute as they were set.  I copied the query from the reportbuilder view of the SSRS report into a Datatable in an dataset (xsd) file.  
Now the next step says to use the report viewre's smarttags to point to the datasource and the report file.  So I switched to design view of the page to access the smarttags of the control.  But the page reports "Error Creating Control"  "Failed to create designer 'Microsoft.Reporting.WebForms.ReportViewer, Microsoft.ReportViewer.WebForms, Version=9.0.0.0, Culture=neutral,P ...
