for some reason, my web project recompiles ever time I do a start without debug (ctrl F5) even if I just change CSS

Normally, if I just chagne something in CSS and do a start without debug, it is instant. For some reason, no matter what the change is now, it recompiles every singel time.
 
any ideas?
