Access to the path denied on file download page

I'm trying to write a simple page so that a client can read the xamlx file for a workflow service as xml content. An UnauthorizedAccessException is getting thrown on the constructor of the FileStream object targeting the xamlx file indicating that the page doesn't have access to the specified path. I've tried all of the suggestions I've found on this and other forums...
Added full rights to NETWORK SERVICE Added full rights to IUSR App pool user has full rights This is a local test where my browser and IIS as well as Visual Studio are all on my laptop which is running Windows8 and VS 2012.
