Ok. Recently updated SQL Server Express 2012 to SP1, and ran into the above issue. I downloaded and applied the hotfix SQLServer2012-KB2861107-x86.exe and I still have the same issue. At this point I am loss as to how to fix it.
Any advise and help is appreciated.
